Does Yahoo limit attached file size, or is it the ISP? Are there ISP's without size limit, or higher limits?

I'm now getting lots of CAD files, which are larger than the limit my ISP (RCN Starpower) imposes on at least its e-mail address, and I cannot get them to answer whether they'll let larger files go through to Yahoo addresses.
