Expansion franchise?

What does it mean for a league to "grant an expansion franchise" to an investor group in a certain geographic area? I'm more interested in the transaction aspect of it, meaning whether the investor group is actually "purchasing" a franchise (which would include player contracts, etc) from the league? How does the franchise work? Thanks!!
